La vivienda en el medio rural de Canarias (España): Diagnosis y criterios de ordenación

En las Islas Canarias, como consecuencia de la aprobación de varios documentos normativos sobre ordenación territorial, se están procediendo a realizar unas directrices de ordenación del medio rural con el fin de adoptar criterios de desarrollo sostenible. En este proceso, la vivienda es uno de los elementos a regular, dada la importancia socioeconómica y patrimonial que tiene. En este artículo se realiza un análisis de la situación de la vivienda en los municipios rurales de Canarias, que se caracteriza por la elevada presencia de inmuebles desocupados y de uso secundario, la persistencia de áreas con deficientes condiciones de habitabilidad y la destrucción de los valores patrimoniales, entre otros aspectos que se señalan. El diagnóstico realizado permite concluir el artículo con algunos criterios generales que podrían ser considerados en la futura regulación normativa sobre el medio rural del Archipiélago.
As a consequence of approving several regional planning documents in the Canary Islands, rural planning guide lines are being drawn up with a view to adopting sustainable development criteria. Housing is one of the elements to be regulated in this process, given the socio-economic and heritage importance of these. In this article, we conduct an analysis of the housing situation in the rural municipalities of the Canary Islands, characterised by the large number of unoccupied properties and the existence of second homes, the persistence of areas with a deficiency in living conditions and the destruction of heritage values, all of which are among the aspects dealt with. The diagnosis leads to the conclusions of the article with regard to general criteria that could be considered in the future regulation of the Canary Islands countryside.
